Rethinking Force Generation: Filling the Capability Gaps in UN Peacekeeping, by Adam C. Smith and Arthur Boutellis, is the second paper of the PPP thematic study series. The authors analyze the ability of the UN’s system of force generation to produce consistently capable troops and equipment for UN peacekeeping operations. The paper highlights key constraints to the current system in five areas: planning, communication, TCC/PCC selection, knowledge management, and performance/incentives. The authors recommend, among other steps, that DPKO/DFS fill capability gaps by creating a “strategic capabilities generation cell” to develop coordinated strategies and targeted outreach to national capitals.
